European cooperation in education, research and innovation

The EU-Bureau of the Federal Ministry of Education and Research (BMBF) offers services related to policy areas, programmes and projects of the EU. It helps to ensure that German actors find ideal political framework conditions and practice-oriented regulations in the EU. In this way, funding opportunities can also be used intensively in Germany.

DLR Projekträger (DLR-PT) has been offering competent support in the field of European research policy and funding for more than 30 years.

Political advice and support at many levels

The EU Office supports the BMBF in further developing the European Research Area – both in political committee work at European level and in national coordination and subsequent implementation, for example with the help of a national funding programme and a broad-based campaign.

In addition, the EU Office supports the Ministry in European education cooperation – for example, in the Strategic Framework for Education and Training and in Erasmus+, the programme for implementing European education cooperation.

The EU Office also advises and supports the BMBF in the examination and assessment of requirements under state aid law and in the modernisation of EU state aid law.

Tailor-made advice for EU funding programmes

The EU Office is the central point of contact for all matters concerning the EU's Horizon Europe research framework programme and is also the agency of the National Contact Points for European funding advice and information. Horizon Europe offers a wide range of funding along the entire value chain – from basic research to the development of innovative products. The EU Office supports German users in all phases of their participation in the programme through events, training and advice.

The contact point "Women in EU Research" (FiF) in the EU Office offers advice and support on all gender equality issues in the Research Framework Programme (e.g. gender equality plans) and on the gender dimension of research topics.

As a contact point for European innovation policy issues, the EU Office also provides advice on the programmes of the European Innovation Council, the European Innovation Ecosystems and the European Institute of Innovation and Technology.

European Regional Policy and Structural Funds

The Synergy Dialogue Office develops a specific range of services on the synergies between the Research Framework Programmes and the instruments of the EU's regional and cohesion policies. At the BMBF's initiative, together with the Federal States, it organises a dialogue between the Federal and State governments on this subject.

Support and Accompanying Programmes of the Federal Government

The EU Office implements various support measures to deepen and further develop the European Research Area, including the Ralf Dahrendorf Prize for the European Research Area, the ERA Fellowship Programme Science Management and a support measure for prospective coordinators of Horizon Europe projects.

Strategic dialogue on green hydrogen

In 2021, the BMBF launched a pilot initiative for the new European Research Area (ERA): a European agenda process on research and innovation for green hydrogen. It brings together science, industry, civil society and public administration to form an inter- and transdisciplinary European Green Hydrogen Community. The participating countries want to align their research and innovation activities with a common agenda. As the secretariat, the EU Office organises the process in cooperation with the European partners.

Plastic Pirates

"Plastic Pirates – Go Europe!" is a growing Citizen Science campaign with a European mission and global relevance. The aim is to raise awareness for the protection of rivers as natural resources and to highlight the added value of European and international research cooperation. The campaign calls on young people between the ages of 10 and 16 to scientifically address the issue of environmental pollution in and around rivers by collecting and categorising plastic waste. The EU Office supports the BMBF in further "Europeanising" "Plastic Pirates – Go Europe!" beyond the current TRIO Presidency (Germany, Portugal, Slovenia) in the Council of the European Union and taking it to other EU Member States.
