How can international cooperation on climate change or artificial intelligence be structured in a sustainable and effective way? We advise policymakers, researchers and businesses, work with them to develop strategies and initiatives for global networking – and implement them.

Global challenges such as climate change and resource scarcity can only be addressed through international cooperation. Germany is taking responsibility in this area – also through the International Bureau (IB) of the Federal Ministry of Research, Technology and Space (BMFTR), which has been based at DLR Projektträger for 30 years now. The IB promotes international cooperation, connecting Germany with partner countries and regions around the world.

From strategy to cooperation with partner countries

On behalf of the BMFTR, we advise German universities, non-university research institutions and companies on issues related to international scientific and research cooperation. We support and optimise the entire process chain – from idea development to evaluation. Our core tasks include:

  • developing innovative, strategic and substantively sound approaches and funding programmes;
  • reviewing and approving applications;
  • managing ongoing funded projects;
  • maintaining continuous communication with grant recipients.

In addition, we support the BMFTR in bilateral negotiations, delegation visits and the management of binational organisations.

Impactful positioning of Germany within international committees 

We advise the BMFTR on matters related to research and technology/innovation during committee meetings, in collaboration with European and multilateral organisations such as the Organisation for Economic Co-operation and Development (OECD), the United Nations (UN) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO), as well as within the framework of the G7 and G20. We place particular emphasis on meetings of research ministers, supporting them globally in terms of content and, in Germany, in terms of organisation as well – such as for Germany’s planned G7 presidency in 2029.

We also contribute actively to the OECD’s international knowledge platform, ‘STIP Compass’, by compiling German entries on research and innovation initiatives.

Conceptualizing the High-Tech Agenda Germany on an international scale

A key aspect of our work is the strategic development of the German High-Tech Agenda for the BMFTR. This includes: 

  • the strategic international orientation of the High-Tech Agenda;
  • the development of state and regional strategies;
  • strengthening the international networking of the German research community;
  • positioning Germany internationally as an attractive hub for innovation.

Science diplomacy is the key

Science diplomacy is becoming increasingly important, establishing itself as a vital tool for international cooperation. We actively support the BMFTR in developing and positioning this approach strategically in Germany, Europe and worldwide. 

By working closely with the BMFTR, we help to raise the profile of science diplomacy and improve networking within the German research community. This is achieved by managing the national network of science attachés and strengthening scientific dialogue platforms between Germany and its international partners, among other things.

Using target audience-specific and cross-media communication as a strategic tool

Clear, targeted communication is essential for international cooperation. That is why we support funding initiatives through strategic communication. We facilitate the flow of information and strengthen dialogue among stakeholders.

A prime example of this is the ‘China Focus’ initiative. Through targeted analysis and consultancy, we raise stakeholders’ awareness of cooperation with China in science and research and help them navigate the complex legal, regulatory and political frameworks.

We also fulfil the BMFTR’s reporting obligations and respond to enquiries from Parliament and the public. Under the Research in Germany brand – the BMFTR’s central marketing initiative for Germany as a hub for research and innovation – we implement international communication campaigns. For instance, we build on the BMFTR’s Science Years, focusing on subjects such as medicine and the energy of the future. We also leverage international attention during major events, such as the 2024 UEFA European Football Championship in Germany.

Thanks to our comprehensive range of services, we act as an efficient, strategically focused and highly communicative interface between the BMFTR, the German research community and the global scientific community – clearly focused on innovation, sustainability and international responsibility.

High-Tech Agenda Germany – Strengthening the future, driving innovation

The High-Tech Agenda Germany (HTAD) is a new innovation initiative launched by the German Federal Government with the aim of making Germany a leading hub for cutting-edge technologies. The initiative aims to attract skilled workers, talents, investors and innovative companies to Germany in order to strengthen the economy, create new jobs and enhance national independence.
